States can stand as a beneficiary of direct federal assistance, serve as a partner in administering vital programs, suffer as a victim of restrictions upon their ability to act, or supply, as “laboratories of democracy,” new ideas and initiatives to federal policymakers and officials – often all at the same time.
NHFPI strives to explain the effects of federal policy decisions upon both the New Hampshire budget and New Hampshire residents and to explore changes in federal policies that could help New Hampshire meet the challenges before it, now and into the future.
